Resolve all head-to-head ties before proceeding to second order tiebreakers.

When two teams are tied:

  1. Record against the top team, and then descending
  2. RPI

When three or more teams are tied:

  1. Record against the top team, and then descending
  2. RPI
If, at any point above, a team separates itself from the multi-way tie, then it takes that seed and the remaining teams start from the top.

When stepping through the standings to break ties, teams with the same record are considered in the same pool. If a higher tie is broken, though, the teams are considered separately.
